Motion 02/03:01:
The Curriculum Committee accepts the resolution of objections to four
courses from the College of Engineering’s School of Mechanical
Engineering as follows:
EMA 5XXX Surface Science – permanently deleted
EMA 6XXX Crystallography and X-ray Diffraction – approved with no
changes
EMA 5XXX Thermodynamics and Kinetics of Materials – approved with
no changes
EMA 5XXX Physical Properties of Materials – approved with no changes

Motion 02/03:05:
The Faculty Senate approves the New Track: LPN to BSN Track in the
Undergraduate Nursing Major
Motion 02/03:06:
The Faculty Senate approves the New Major Request within the Existing BBA
Degree Program Motion presented for a new major in International Business
Honors.
Motion 02/03:07:
The Faculty Senate approves the Ph.D. in Nursing. Motion 02/03:8:
The Faculty Senate approves Curriculum Committee Bulletin Number Two
with the following withdrawals and/or corrections:
1. New track in Public History Option (page 1) should be considered as
a program change, not a new track.
2. CPO 4XXX European Union in World Politics (page 23) should be listed
under Political Science, not History.
3. BCN 3XXX Construction Management Internship (page 26) change credits
from 3 to 1.
4. NGR 6XXX Advanced Statistics for Nursing Research: Linear Models
(page 28) withdraw. This course was part of the Ph.D. in Nursing proposal
and is being replaced with IHS 650X Quantitative Research Analysis in
Health & Urban Affairs II (approved in Bulletin I).

Motion #02/03:09:
The Committee’s recommendations regarding new course proposals and
course deletions will be placed on the floor, and discussion is limited to
the newly proposed courses and those approved last spring. Each senator is
limited to one motion on the Committee’s recommendations regarding either
new courses submitted for inclusion in the UBR or the deletion of courses
from the list approved last spring to meet the numeric caps approved. If a
senator’s motion would have the effect of increasing the number of courses
above the numeric cap in a requirement area, the senator’s motion must
specifically indicate a course on the list recommended by the Committee
which would be deleted to accommodate the proposed addition.
The Chairperson will order the motions by requirement area in the order
in which they are received. The Senate will limit speakers on each motion to
two minutes, and after 12 minutes there will be an automatic motion to close
debate. If that motion fails, discussion is limited to another 12 minutes
when there is another automatic motion to close debate (and so on). No one
may speak more than once to a motion, and speakers will alternate between
the pro and con positions.

The Faculty Senate expresses its deepest concern and regret with regard
to the process under which the decision to discontinue men’s soccer was
made and strongly counsels that university decisions of major consequence
be made only after full consultation with the appropriate faculty or
faculty administrative committee.

FEBRUARY 18, 2003
Motion # 02/03:15:
The Faculty Senate recommends that "Excellence in Librarianship
Awards" be presented at the 2003 Faculty Convocation and hereafter to
Librarians. To be eligible, librarians must have been at the university
for at least three years and hold the rank of Assistant University
Librarian, Associate University Librarian or University Librarian. The
selection will be made by the Honorary Degree and Awards Committee.
Folders must be submitted by March 15 and must include both a vita and
supporting documentation. The HDAC will establish formal submission
criteria, similar to those already in place for the faculty, for awards
for the following years.
Motion #02/03:16:
The Faculty Senate Constitution (Collective Bill of Rights and
Principles of Governance, Section 4) states:
"The faculty of each unit of the University have the right to
participate in the selection and appointment of their administrators.
In particular, department chairpersons and school directors may only
be appointed following a free and fair vote by the faculty of the
unit."
Following the spirit of its Constitution, the Faculty Senate
opposes any policy or action that augments the separation of chairs
from their fellow department members in the university's organization,
and strongly advises against such policies or actions. An increase in
the separation between chairs and the members of their departments,
such as

the exclusion of Chairs from the Bargaining Unit, is contrary to
the collegiality required for successful faculty governance and
university excellence.
Motion #02/03:17:

set at $25.00 per year

Senate Constitution - Proposed Amendment - Bylaws, Article VI:
Governance Practices and Procedures
A. The faculty of each college and free-standing school enjoys the
right to self-governance under the Bill of Collective Rights and
Principles of Governance. The right to self-governance includes, but
is not limited to, the opportunity to democratically adopt and be
governed by a constitution and by-laws.
B. The Faculty Senate reserves to itself the authority to
investigate alleged violations of either the Senate’s or Unit’s
right to self-governance. Violations may include the absence of a
democratically-adopted constitution and by-laws, the failure to follow
constitutional principles and by-laws, violations of the Bill of
Collective Rights and Principles, or any practice or policy that
interferes with the right to self-governance.
C. The Steering Committee of the Faculty Senate shall establish
policies and procedures for investigating violations of the right to
self-governance.
D. In the event that the Steering Committee of the Faculty Senate
determines there to be a violation, it may submit for Senate
consideration and adoption of a Findings of Fact and Recommendations
for Remedy.

The Faculty Senate approves the Undergraduate Pre-occupational
Therapy Track in the BS in Health Sciences
Motion #02/03:32:
The Faculty Senate approves the revised Unit Specific Admission
requirements from the School of Hospitality and Tourism Management; the
original sliding-scale version was submitted in Bulletin 4 and withdrawn
for not meeting the policy as approved by the Faculty Senate.
Admission standards for the Master of Science degrees in Hospitality
Management and Tourism Studies are: an earned bachelor’s degree with a
3.0 grade point average on a 4-point scale.
An applicant who feels the earned GPA is not indicative of his or her
ability to be successful in a graduate degree program may also submit
scores on the Graduate Record Examination or Graduate Management
Admissions Test which will be taken into consideration by the admissions
committee in its evaluation of the application.
