Motion 78-01
:  The Faculty Senate unanimously approves the Revised Curriculum Committee Policies and Procedures Manual.

78-02:  The Faculty Senate requests that the University Administration reschedule the classes which meet on both campuses after 3:00 P.M. on Thursday, September 10, 1987.

:  Approval of CC Bulletin #1.

:  Whereas....The Faculty Senate hereby resolves that the State of Florida should amend its published payroll schedule (in such a way as to not violate the constructive receipt of provisions of the Federal Internal Revenue Code) so that the paydate for the pay period December 11-24, 1987 will be on Jan. 1, 1988 or later.

:  The Faculty Senate approves C.C. Bulletin #3 with the exception of ECO 8925 and ECO 9980.  These courses are being withheld temporarily pending a ruling from the Graduate Council on the use of 8000 and 9000 course numbers.

78-06:  The F.S. approves the Planning Proposal for a Masters Degree in Mechanical Engineering, subject to incorporation of the changes recommended by the Graduate Council.

78-07:  Classes which meet in the summer shall have as much contact time as classes which meet in the shorter of the regular semesters, recognizing that at least one summer class much be used for the final examination.

78-08:  The F.S. recommends approval of Option #2 for the 1988-1989 Academic Year.

:  The Steering Committee recommends that, as part of the November 24 Senate meeting an Open Forum be conducted regarding the advisability and impact of the proposed move of the School of Hospitality Management from the University Park Campus to the North Miami Campus.

78-10:  During the period designated as an Open Forum on November 24, no motions will be recognized by the Chairperson.

:  The F.S. approves the feasibility proposal for a BS in Computer Engineering.

78-12:  The F.S. approves the new track in Organizational Training the Vocational Industrial Program (College of Education) with one change:  EVT 4920 has been replaced with an elective.

78-13:  The FS approves CC Bulletin #4/5 with the following omissions, pending resolution of the objections : ENV 5527, ENV 5527L, and ENV 5517L.

:  The FS endorses the Commencement Committee's recommendation to hold commencement exercises on Friday, April 29, 1988, at Tamiami Park, in the morning.

78-15:  Whereas.....The FS strongly urges that the President and the Provost make the position of statistical consultant a continuing one and consider the establishment of a statistical consulting service with the appropriate support personnel in the near future.

:  Rgarding CC Bulletin #3 and 4/5, the FS approves the following: (1) ENV 5527 and ENV 5527 L with the addition of CHM 1046 and 1046L as prerequisites.  (2) Deletion of ENV 5517 L which was held pending resolution of objections to ENV 5527 and 5527L.  (3)  Certificate Program in Justice Administration and Policy.  (4)  Withdrawal from Bulletin #3 the course number changes for ECO7980 and ECO 7925.

78-17:  The FS approves CC Bulletin #6 with the following correction to STA 5236. The prerequisite should read STA 3163 or STA 3123.

78-24:  The FS requests that efforts be taken to protect the Burrowing Owl's nesting areas on the University Park Campus, as parking areas are reassigned during construction.

78-26-B:  Whereas....the FS of FIU hereby recommends strongly that the administration present to the BOR a request that each of the nine state universities be allowed to determine its own academic calendar in accordance with state requirements as to the minimum number of days of instruction.

:  Motion on two or more Bachelor Degrees

78-28:  The FS approves CC Bulletin #7/8 with the following corrections and deletions:  (1)  New course numbers for CTE 3303 and CTE 3303L are CTE 3200 and CTE 3312.  (2)  ARE 5325 is temporarily deleted pending resolution of an objection from psychology.

78-29:  Second Reading - Constitutional revisions which were approved for the first reading on February 9, 1988.

:  The FS approves CC Bulletin #9 with the following corrections:  In the "Modification of the Graduate Exercise Physiology specialization," - existing requirements, PEP 5115 should be PEP 5116, PET 5605 should be PET 5606 .  Proposed requirements: PEP 5115 should be PEP 5116.

78-31:  It is the policy of the University Curriculum Committee to encourage development of coursework necessary to the implementation, maintenance, and evolution of strong academic programs at all levels:  Undergraduate, Master's and Doctoral.  However, where apparent substantial overlap of course content at any level is created by the proposal of new courses, it shall be the responsibility of the program, department, or school making the proposal to consult with the appropriate unit, to minimize such overlap, before approval can be considered.  Furthermore, in the matter of proposed courses not presently offered by an unit within the University, it is the responsibility of the program, department, or school making the proposal to demonstrate that it is the appropriate unit to offer such coursework.

:  A student who took undergraduate work at FIU, obtained a Bachelor's Degree at another accredited institution, and subsequently returned to FIU to take additional coursework should have his/her GPA calculated including only those courses taken at FIU after the Bachelor's degree was conferred.  Thus, he/she would be treated the same way as a student who received a Bachelor's degree at FIU.

:  The FS approves the Graduate Council's report on the Implementation Proposal for an MS in Mechanical Engineering.

78-34:  The FS approves the Planning Proposal for a BS in Computer Engineering.

78-35:  Motion on Student Advising (Presented by Peter Goffe, Chair of Undergraduate Council)

78-36:  The FS approves the CC's request for an Implementation Proposal for and MS in Mechanical Engineering, as corrected.

78-37:  The FS approves CC Bulletin #10 with one change:  MAN 4742 has a new title:  Ethical Systems Management.

78-38:  The FS approves CC Bulletin #11 with the following corrections:  MLS 4405, 4535, and 4625 should have credits changed from 3 to 4.

78-39:  The FS charges the Parliamentarian with developing a new Faculty Senate bylaw, establishing a nominating committee which will be seperate and independent from the Steering Committee.

78-40:   The FS elects George Morrison for the 1988-89 academic year.

78-41:  The FS approves the 1988-89 Senate meeting dates.

78-42:  The FS believes that the proposed rule 6C8-4023 is overly broad as written.  It is recommended that the rule be rewritten in such a way as to specifically prohibit only the "use or display in reckless or threatening manner of objects of substances capable of causing significant bodily harm and any carrying and/or other possession of firearms, except by law enforcement officers."

78-43:  The FS commends and thanks Bruce Hauptli for his strong and dedicated leadership as chair of the Faculty Senate.  FacultySenators wish Bruce continued success as he pursues additional leadership opportunities and hopes that he will continue to use his many talents and skills within and on behalf of the Senate.

:  The first FS meeting of the 1988-89 Academic Year will be on Sept. 6.  The meeting previously scheduled for Sept. 12 will be an open hearing on the Graduate Policies & Procedures Manual.  During the Sept. 27 meeting voting on the Manual will occur.

78-45:  The FS approves the Feasibility Proposal for an MA and Ph.D. in Comparative Sociology.

78-46:  The FS approves the Implementation Proposal for an MS in Physical Therapy, with a strong recommendation that the existing faculty be supplemented as requested in the proposal so that the program is viable.

78-47:  The FS approves CCB #12 and supplement with the following deletions, corrections & changes:  a) no action taken on Earth/Space Sciences Education Track - will be reconsidered in the Fall.  b)CRW 5935 & 4931, new courses, and CRW 5111, 5310 & 5510, course change, are to be deleted. c) Consideration of changes to Nursing course credits delayed until fall, pending resolution to objection.  d)  CHM 3949 & 4949 should show credits changed from 3 to var. (1-3).  e)  Prerequisite for PHT 6915 should include STA 6166.  f)  All new courses proposed by Music Dept. should have "L" removed.  h)  Computer Science catalog copy - delete 12 lines of material in second column preceding heading "New."  i)  ECI 5147 temporarily withdrawn pending resolution of an objection.

78-48:  The FS recommends that the policy on Grades Due be forwarded to the Academi Policies Committee for review.

78-49:  The Fall FS meeting on the North Miami Campus (Oct. 25) will be changed to 12:15 PM.
