FACULTY SENATE MOTIONS 1988-89

Motion #89-01:

The Faculty Senate approves the Guidelines for the Hearing on the Graduate Policy & Procedures Manual.

Motion #89-02:

Nominating Committee - This committee shall be comprised as follows: the Faculty Senate Chairperson and one representative from each unit. THE STEERING COMMITTEE REPRESENTATIVE FROM EACH UNIT SHALL CONDUCT A MEETING AT WHICH Faculty Senate representatives from each unit shall elect BY BALLOT a Nominating Committee member from among theSenators from that unit. The representatives of a unit may, at their discretion, elect to the Nominating Committee the same individual who represents that unit on the Steering Committee, or they may elect different persons to each of these committees.

Renumber the existing sections V.A.2 - V.A.11 so that they become V.A.3 - V.A. 12.

 

BYLAWS: ARTICLE III. ELECTIONS

All officers of the Senate shall be elected annually. Nominations may be entertained from the Senate floor only during the next to last meeting of the Spring semester. Elections shall be conducted by secret ballot during the last regular meeting of the Spring term. The Nominating Committee shall nominate persons as candidates for each of the offices, and shall solicit names of potential nominees before making its nominations. The Nominating Committee may, at its option, nominate either one or two persons for any of the offices. The Nominating Committee shall make its nominations by a vote taken during a Committee meeting called for this purpose, and shall announce its nominations to the second Senate meeting before the meeting at which the election shall take place. If a quorum is present, majority vote will rule. Any candidate must receive a majority of votes to be elected. If no candidate receives a majority of votes a run-off election shall be held at the same session Senate meeting between the two candidates receiving the most votes. No person holding a Senate office shall thereby be disqualified from being nominated or elected to the same or another office; nor shall any person holding a Senate office thereby be entitled to be nominated or elected to the same or another office.

Motion #89-03:

That the Faculty Senate Constitution be amended by the addition of the following Proviso after Article VII:

1.  That provisions of Article II, Section B notwithstanding, the Faculty Senate shall consist of forty-two (42) members during the 1988-89 academic year.  The members of the Senate shall be those who were elected for that academic year, except that the School of Nursing and the School of Health Science shall each be entitled to two (2)Senators.

THE PROVISIONS OF ARTICLE II OF THE FACULTY SENATE BYLAWS NOTWITHSTANDING, TWENTY-TWO (22)Senators SHALL CONSTITUTE A QUORUM DURING THE 1988-89 ACADEMIC YEAR.

2. This proviso shall expire at the beginning of the fall semester of 1989.

 

Motion #89-04:

Constitutional Change: Article II-B will now read as follows:

The designation of units eligible to electSenators and the number ofSenators from each unit shall be determined by the list of units and the number of constituency positions existing as of March 1 for each academic year.

Motion #89-05:

The FIU Faculty Senate believes that the current procedures governing presidential searches in the SUS are inappropriate to the ideals of the University community. Traditionally University faculty exercise a strong voice in the selection of their presidents because of the special role of the faculty in the Universities. Since it is impossible for a president to do an effective job without the support of the faculty; since the office of University president is such an important one; and, since the current search process fosters divisiveness and distrust, it is important that the SUS return to a process wherein the faculty plays a significant role throughout the presidential search processes.

Since the current procedures preclude such a role for the faculty, the FIU Faculty Senate strongly recommends that the legislature repeal the revisions to Paragraph (a) of Section 240.209 of the Florida Statutes which: (1) limit the participation of the faculty on the search advisory committees and (2) remove the authority for the initial conduct of the search and screen process from the hands of the Search Advisory Committee. We request that the Florida Legislature provide for presidential searches which are initially conducted by a search advisory committee which has a significant representation from the faculty at the institution where a president is being sought. We believe that between one-third and one-half of the Search Advisory Committee should be composed of faculty members.

Motion #89-06:

The Faculty Senate will create a three member Senate Committee to devise ways to repeal the legislation on SUS Presidential Searches.

Motion #89-07:

The Faculty Senate approves ARE 5325, Introduction to Art Therapy which appeared in Curriculum Committee Bulletin #8, 1987-88, and ECI 5147, Construction Engineering Management, which appeared in Curriculum Committee Bulletin #8, 1987-88. The Faculty Senate also approves Curriculum Committee Bulletin #1/1988-89 in its entirety.

Motion #89-08: (Special Rules for Graduate Policy Manual Hearing)

At those places where the committee presents two options for consideration by the Senate, no motions to adopt either option shall be considered until all motions to amend either option have been dealt with.

Motion #89-09:

Each person speaking shall be limited to two minutes for each topic.

Motion #89-10:

The Faculty Senate approves the Implementation Proposal for the Bachelor of Science in Computer Engineering.

Motion #89-11:

The Faculty Senate approves Curriculum Committee Bulletin #2 with the following exceptions: EGC 6616, EGC 6707, EGC 6936 and MAN 6707.

Motion #89-12:

Any course which has been approved by the University Curriculum Committee and the Faculty Senate should produce class rolls, grade rolls, and appear on the student transcripts; this includes zero credit courses.

Motion #89-13:

The Faculty Senate approves Curriculum Committee Bulletin #3. (See the minutes of Tuesday, November 22, 1988 for deletions, withdrawals and changes)

Motion #89-14:

The Faculty Senate approves the Graduate Policies & Procedures Manual.

Motion #89-15:

The Faculty Senate approves MAN 6717 - new name: Managing Global Production and Technology, which appeared in Bulletin #3.

Motion #89-16:

The Faculty Senate approves the courses recommended by the Undergraduate Council. (See Minutes of December 6, 1988 - Attachment)

Motion #89-17:

The Faculty Senate approves exam schedule #2.

Motion #89-18:

The Faculty Senate accepts the Policy on Disabled Students as amended. (See Minutes of January 24, 1989 for amendments)

Motion #89-19:

The Faculty Senate approves the following items which appeared in Bulletin #2: EGC 6707, EGC 6616, EGC 6936.

Motion #89-20 - SUBMISSION DEADLINES FOR INTERCAMPUS MAIL

The Faculty Senate recommends that it must be possible for all submission deadlines to be met simultaneously on all campuses. Each memorandum specifying a deadline shall include the appropriate office for submission on each campus.

Motion #89-21 - EQUITABLE SUBMISSION (REAL TIME RESPONSE REQUIRED)

The Faculty Senate recommends that all items for which a real time response is required shall be distributed on all campuses on the same date.

Motion #89-22 MAIL ADDRESSED TO FACULTY OFFICES

The Faculty Senate recommends that all campus mailing between departments be sent to the faculty member's office number, not just to the department office. For bulk mailings, departments with faculty at more than one campus shall be considered as two or more departments.

Motion #89-23 - UNIVERSITY NEWSPAPER

The Faculty Senate endorses and supports the publication of a University newspaper. The University newspaper should be published twice a week and should have the following objectives:

1. To provide a means of communication among faculty, staff and students.

2. To address all issues of interest to the University community.

3. To serve as a means of announcements and notices of interest to University constituents.

4. To broaden faculty, staff and student involvement in University affairs.

The Faculty Senate believes the University newspaper should be supported by Academic Affairs and Student Affairs and published under the supervision of the School of Journalism and Mass Communication.

Motion #89-24

The Faculty Senate recommends asking the President to support the establishment of a real-time interactive video instructional capability among FIU campuses.

Motion #89-25

The Faculty Senate shall have meetings on the North Miami Campus proportionate to the number of FacultySenators whose offices are located on the North Miami Campus.

Motion #89-26:

The Faculty Senate (1) approves the changes to the MBA and MS in MIS from Bulletin #3 with one change: the substitution of GEB 6716 for ECP 6705 has been rescinded for both programs, (2) approves Bulletin #4-5 with one deletion; MAN 3XXX, Career Planning and Placement.

Motion #89-27:

The Faculty Senate approves the FIU Student Grievance Procedures as amended.

Motion #89-28:

The Faculty Senate approves the MS in Industrial Engineering pending final review by the Chairperson of the Graduate Council.

Motion #89-29:

Whereas, the abuse of drugs and other illegal substances has become a serious national problem; but

Whereas, many individuals regard mandatory urine tests for drugs as a violation of personal dignity and an intrusion on privacy; and

Whereas, the tests used in large-scale drug screening are often inaccurate, creating false suspicions regarding individuals who do not use drugs; and

Whereas, any disclosure of the results of tests for prescribed medications infringes upon the traditional principle of confidentiality between physicians and patients, and thus upon their civil rights; and

Whereas, to require new university employees to submit to drug tests would place the university at a disadvantage in hiring persons who may also be sought by employers who do not require such tests;

The Faculty Senate of Florida International University unequivocally rejects the proposed mandatory drug testing of state university employees, and urges the Governor and Legislature of the State of Florida instead to establish drug education and prevention programs as well as therapeutic services for employees suffering from substance abuse.

Motion #89-30:

The Faculty Senate urges the administration to purchase an audio conferencing system at University Park and North Miami for 1989-90.

Motion #89-34:

A viable library is essential for the day to day operations of our faculty and students. The Faculty Senate feels that the holdings of the FIU libraries, especially the serials, are inadequate for our present level of academic development and our stated academic aspirations.

The Faculty Senate calls upon the administration to designate the improvement of the libraries as a major focus for the solicitation of support funds. It should be put on a short list of projects considered to be of the highest priority.

A subcommittee of the Faculty Senate would like to meet with President Maidique to discuss this problem and proposed solutions.
