FACULTY SENATE MOTIONS - 1989-90

SEPTEMBER 5, 1989:

Motion #90-01:

The Faculty Senate accepts the report of the Faculty Senate Committee on Undergraduate Enrollment along with the recommendations it makes.

Motion #90-02:

The Enrollment Committee shall be continued in order to oversee faculty involvement in planning and to recommend ways by which this involvement can be affected.

Motion #90-03:

To enhance the process of selecting recipients for faculty awards at FIU, announcements inviting applications/nominations must include all criteria, ranked in order of relative importance, whih the review committee intends to use in evaluating the applications. This review committee must be formed prior to the announcement, must establish the criteria stated in the announcement and must use all the announced criteria to evaluate applicants. If, in extraordinary cases, the committee finds it necessary to modify its announced criteria and/or their relative importance, applicants should be notified and reasons for the change must be included in the committee's report.

OCTOBER 3, 1989 (NORTH MIAMI CAMPUS)

Motion #90-04:

The Faculty Senate approves Curriculum Committee Bulletin #One and Bulletin #One Addendum.

Motion #90-05:

The Faculty Senate approves the revised College of Business pre-core and core as presented.

Motion #90-06:

The Faculty Senate approves the Policy on Attendance and Makeup for Students Participating in University Activities.

Motion #90-07:

The Faculty Senate approves the Implementation Proposal for the MS in Computer Engineering.

Motion #90-08:

The Faculty Senate requests that the administration not enter into any contract for custodial services outside the University until the implications of this privatization have been considered by the Senate.

OCTOBER 17, 1989:

Motion #90-09: (Constitution & Bylaws Change, Section C of Bylaws, Article III: (Elections)

The majority of the members of the Senate standing Committees, except for the Steering Committee, shall be elected by the members of the respective units. The Chairperson of the Faculty Senate shall add to the Faculty Senate Research Council such members as may be necessary to bring committee membership into conformity with the applicable regulations promulgated by the Department of Health and Human Services. The Chairperson of the Faculty Senate may add to any Senate committee such persons as may, in his or her judgement, assist the committee in performing its assigned task. The Senate shall confirm all appointments made under the provisions of this paragraph.

Motion #90-10:

The University Bookstore should not be in the business of buying (from Faculty of wholesalers) or selling copies of books distributed by publishers and marked 'Not for Sale'.

(This motion was rescinded on April 10, 1990 - see Motion #90-41)

OCTOBER 31, 1989:

Motion #90-11:

The Faculty Senate approves the new track: "Bachelor of Arts in Liberal Studies with a Concentration in Labor Studies."

Motion #90-12:

The Faculty Senate approves Curriculum Committee Bulletin #2 with the following additions and corrections: Add to the Certificate in Labor Studies the following electives: ECO 3101 - Theory of Price, ECP 3123 - Economics of Poverty, ECP 4203 - Introduction to Labor Economics, ECP 4204 - Theory of Labor Economics. PHT 5155 should be PHT 5515.

Motion #90-13:

The Faculty Senate approves the establishment of a Faculty Senate Committee on Admissions and Recruitment Policies.

This committee will be composed of a faculty majority but may include other members as the committee deems appropriate.

The charges to the Committee on Admissions and Recruitment Policies will be:

a. to review proposed changes in admissions policies and to recommend recruitment and admissions policies to the Senate, and

b. to monitor the recruitment and admissions processes and to report regularly to the Senate.

Motion #90-14:

The Faculty Senate opposes any administrative action on increased exemptions for admissions until the Faculty Senate Committee on Admissions and Recruitment Policies is in place and can make a recommendation to the Senate. The Faculty Senate requests that this motion be sent to Chancellor Reed.

Motion #90-15:

The Faculty Senate recommends that the Office of Undergraduate Studies be charged with responsibility for coordinating all retention and developmental programs.

In line with this charge, the Office of Undergraduate Studies should develop plans to identify and address the problems of students who have academic deficiencies or special needs.

NOVEMBER 28, 1989:

Motion #90-16

The Faculty Senate approves Curriculum Committee Bulletin Number 3 with the following changes: 1) page 2 - Department of Philosophy & Religion Request to change requirements of the major - should read: the Religious Studies major, 2) page 19: COA 3410 was changed to COA 2410 and CTE 3815 was changed to CTE 1815, 3) page 22: the proposal for a Certificate Program in Occupational Therapy was removed temporarily.

Motion #90-17:

The Faculty Senate approves the Policy for Dealing with Faculty Misconduct in Research with the additions and changes made bySenators and with the edited changes provided bySenators Bruce Hauptli and Ken Most and Martin Tracy, Chairperson of the Research and Publications Committee and Tom Breslin, Vice Provost and Director of Sponsored Research.

Motion #90-18:

The Faculty Senate approves the final revisions of the Faculty Misconduct in Research Policy.

Motion #90-19:

The Faculty Senate approves the FIU calendar for 1994-95.

JANUARY 23, 1990:

Motion #90-20:

The Faculty Senate approves Curriculum Committee Bulletin Number 4 in its entirety.

Motion #90-21:

The Faculty Senate approves the following: (1) That REL 2011 (Relition: Analysis and Interpretation) be offered along with the present Philosophical Analysis course (PHI 2011) to meet the CORE requirements, (2) That the following chemistry course and lab be added to the CORE to satisfy the physical science requirement; CHM 1033 (Survey of Chemistry) and CHM 1033L (Survey of Chemistry Lab); (3) That SPC 2600 (Public Speaking) taught by the Theatre Department, be accepted in fulfillment of part of the six hour Humanities requirement for students subject to General Education requirements.

FEBRUARY 13, 1990:

Motion #90-22: (Motion on Alternative Admissions)

The Faculty Senate supports the proposal that FIU expand its Alternative Admissions rate from 3% to 10% provided:

1. That support services be increased so they will be fully adequate to deal with these students.

2. That students enrolled under Alternative Admissions be informed at the start that admission to the University does not guarantee admission to any specific upper division academic program.

3. That full background information be obtained about students entering under Alternative Admissions and that the reason for withdrawal be determined for such students who withdraw from the University.

4. That these students be strongly urged to take developmental coursework during the summer before they enter regular FIU freshman programs.

5. That no student be admitted who does not meet the NCAA minimum requirements for admission.

Motion 90-23: (Learning Center Motion)

The Faculty Senate agrees that, in order to provide better access to students, the Learning Center be moved to a central location on the campus, such as the PC building.

Items currently being considered by the two committees for a later report to the Senate include the following:

1. Explore the question of offering Developmental Math as a 3 credit course. Students with financial aid require a minimum number of credits and a non-credit course increases the academic load of poorly prepared students.

2. Adequate number of faculty advisors for U.G. Studies.

3. Students admitted with less than 1800 aggregate score be required to take developmental coursework in the summer.

4. Summer help session be extended to Fall for students desiring Spring admissions.

5. Each department with at-risk students may consider providing their own study labs as Athletics is doing.

6. Entry tests for transfer students.

Motion #90-24:

The Faculty Senate approves the following recommendations to increase both the visibility and the status of its committees:

1. Publicize committee membership elections and emphasize the importance of service, both to the University and the individual faculty member.

2. Press the administration, including deans for effective signs of recognition for committee work.

3. When appropriate, append reports of committee meetings to the Senate minutes.

Motion #90-25:

The Steering Committee representative from each unit shall hand deliver the election information to the appropriate unit representative and shall encourage the timely conduct of elections.

Motion #90-26:

The Faculty Senate approves the substitution of a history course in the CORE: Historical Analysis: Medieval Holy War (EUH 2XXX) to replace Historical Analysis: Medieval Chivalry (EUH 2029).

FEBRUARY 27, 1990:

Motion #90-27:

The Faculty Senate accepts the Sociology/Anthropology Department's syllabus for a World Prospects and Issues course (SSI 3240).

Motion #90-28: (Motion on University Press)

1. The University Press as an agency, will be transferred from the Research Committee of the Faculty Senate and will be housed in the Provost's office.

2. In consultation with the Faculty Senate Chair, the Provost will appoint an editor for the University Press. The University Press editor will report to the Provost.

3. The editor of the University Press will work closely with and will be advised by a seven-person University Press Advisory Committee, appointed by the Faculty Senate Chair in consultation with the Provost.

4. The University Press Advisory Committee will:

a. Advise the University Press editor regarding all phases of the University Press operation.

b. Advise the editor on all manuscripts for publication. The final decisions on all manuscripts resides with the editor.

c. Assist in the reading of manuscripts, as appropriate.

d. Advise regarding the selection of other manuscript readers.

5. The Provost's office will be responsible for the funding of the University Press in an amount necessary to enable the press to enjoy a preeminent position in the University of Florida Presses and the nation. It is anticipated that the first year's funding (Academic Year 90-91) will be about $50,000.

This agreement shall be reviewed by the Faculty Senate in one year to determine whether changes should be made.

In the 1990-91 transition year the Faculty Senate Chair and the Provost will mutually discuss: (1) The appointment of the Editor (2) The Advisory Committee appointments, and (3) The job description of the University Press editor.

Motion #90-29:

The Faculty Senate approves the Certificate in Occupational Therapy which appeared in Bulletin #3/1989-90.

Motion #90-30:

The Faculty Senate approves Bulletin #5 with the following corrections, changes, deletions:(A) THE 2000 should be THE 2020 (B) CLP 6375: Change prerequisite to: "Admission to Graduate Program in Psychology or Education. Permission of instructor." (C) Temporarily withdraw CGS 4504 and CHS 4504L, Forensic Analysis and Lab. (D) Temporarily withdraw all courses related to the MS in Industrial Engineering.

Motion #90-31:

The Faculty Senate approves the increase of the number of experimental courses allowed per prefix as follows:

Motion #90-32:

Constitution

Article II. Membership

B. The Faculty Senate shall consist of sixty (60) members elected by its constituency as defined in Article II.A, in numbers proportional to the number of constituents in each of the free-standing schools, the colleges and the library, except that in no case can any one unit have more than twenty-nine (29)Senators or fewer than two (2)....

Bylaws

B. Thirty-one (31)Senators and voting alternates shall constitute a quorum. During Summer term meetings the quorum may be reduced by twenty-five (25) if agendas are mailed to home addresses ofSenators and alternates two (2) weeks prior to such meetings.

MARCH 27, 1990:

Motion #90-33:

The Faculty Senate approves the following proposals for graduate programs:

Dietetics & Nutrition, Ph.D. - Feasibility & Planning

Industrial Engineering, Masters - Implementation

Electrical Engineering, Ph.D. - Feasibility

Comparative Sociology, Masters - Implementation

Social Welfare, Ph.D. - Feasibility & Planning

Nursing, Masters - Feasibility & Planning

The Graduate Council wishes to express general concern over issues related to the long-term economic viability of many proposed new programs.

Motion #90-34:

In order to facilitate the implementation of University Graduate Policies and Procedures related to the involvement of the Faculty Senate in generating a long-range master plan for graduate program development, the Faculty Senate recommends greater involvement of the Senate through its Graduate Council by the Administration, in the initial identification of new academic programs and in the establishment of academic program priorities.

Motion #90-35:

In order to facilitate the implementation of the University Graduate Policies and Procedures related to academic program outcomes, the Faculty Senate recommends the administration clearly define and allocate responsibility for an on-going in-house monitoring and assessment process for graduate programs.

Motion #90-36:

Whereas the Nominating Committee has nominated Ralph Lewis to be Chair of the Faculty Senate for 1990-91; and whereas Ralph Lewis is currently on a twelve-month non-unit contract which expires on August 7, 1990, and will not be a Senator until after that date; and whereas the Constitution of the Senate states that officers shall be elected from among the members of the Senate (IV.A);

The Faculty Senate Chair moves that the statement in IV.A. requiring the Senate to elect officers "from among its members" be understood to permit the election of a person who is not currently a Senator but who will become a Senator by the time he or she would assume office. This is a binding interpretation by the body, and shall apply to the election of 1990-91 officers only.

Motion #90-37:

The Faculty Senate approves the 1990-91 Senate Calendar as presented.

Motion #90-38:

The Faculty Senate unanimously approves the proposed accelerated combined degree program with the University of Florida. (BS in Biology/DMD).

Motion #90-39:

The Faculty Senate proposes that high school students from the Advanced Placement Program should get the following number of FIU credits, depending on their five point scale test scores: for test scores of 4 and 5, six college credits. (This constitutes a change over the existing policy where test scores of 3-5 were awarded six college credits.

Motion #90-40:

The Faculty Senate approves the following (from Bulletin #5):

1. Approve implementation of MS in Industrial Engineering from Bulletin #5.

2. Approve CHS 4505 and CHS 4505L Forensic Anslysis and Lab from Bulletin #5.

3. Approve all courses relating to MS in Industrial Engineering listed in Bulletin #5, pp. 11-13 with the exception of EIN 6XXX Design and Evaluation of Engineering Experiments and EIN 5XXX Occupation Safety and Health Engineering which have been withdrawn.

Motion #90-41:

The Faculty Senate approves the Implementation of MA in Comparative Sociology (Bulletin #6). Also approved are the courses in Bulletin #6 with the following temporary withdrawals: (a) Proposed accelerated combined degree program BS in Biology/DMD (University of Florida) (b) SYP 6398 Advanced Studies in Society and Technology.

APRIL 10, 1990:

Motion #90-42:

The Faculty Senate rescinds Senate Motion #90-10 regarding "Not for Resale Books."

Motion #90-43:

The following Faculty Senate officers are elected by acclaimation to serve for the 1990-91 Academic Year: Ralph Lewis, Chairperson, Robert Merkel, Vice Chairperson, Parky Howell, Secretary.

Motion #90-44:

The Faculty Senate accepts the History Department's "Historical Analysis: The Rise of Western Culture" course (EUH 2000) as part of the core.

Motion #90-45:

The Faculty Senate accepts the Department of International Relation's "Issues and Problems in International Relations" course (INR 3081) as part of the general education social sciences requirement.

Motion #90-46:

The Library Committee of each academic unit will select the member(s) for the Faculty Senate Library Committee. The committee will be composed of one resident faculty member from each college or school having programs at University Park; one resident faculty member from each college or school having programs at North Miami Campus; and one library representative from University Park and North Miami Campus.

Elected membership on the Faculty Senate North Miami Campus Committee shall be limited to faculty members who are contractually assigned to the North Miami Campus. Each academic unit whose primary office is located at the North Miami Campus and each unit which contractually assigns members of its faculty to the North Miami Campus shall be entitled to one representative, as shall the North Miami Campus Library. The North Miami FacultySenators shall elect two North MiamiSenators to the North Miami Campus Committee. Non-Senatorial members of the North Miami Committee shall be elected by the faculty who are contractually assigned to the North Miami Campus.

Add the following underlined sentence to Bylaws, Article III-C, Paragraph I, as the second sentence: As provided below, additional members of the North Miami Campus Committee shall be appointed by the North MiamiSenators.

As a result of Bylaws changes passed this year (Motions #90-09, #90-46 and #90-47), Bylaws Article III-C, Paragraph I now reads as follows:

The majority of the members of the Senate standing Committees, except for the Steering Committee and the Library Committee shall be elected by the members of the respective units. As provided below, additional members of the North Miami Campus Committee shall be appointed by the North MiamiSenators. Motion #90-47: The portion of Article III-C regarding the North Miami Campus Committee will now read as follows:

Motion #90-48:

Florida International University believes in equal opportunity practices which conform to all laws against discrimination and is committed to non-discrimination with respect to race, color, creed, age, handicap, sex, marital status, national origin, sexual orientation, or other occupationally or academically irrelevant criteria. Additionally, the University is committed to the principle of taking the positive steps necessary to achieve the equalization of educational and employment opportunities.

Motion #90-49:

The Faculty Senate approves Curriculum Committee Bulletin #7 in its entirety.

Motion #90-50:

The Faculty Senate strongly suggests that the administration hire a math person for the Learning Center on a permanent line, not OPS funds, as quickly as possible.

Motion #90-51:

The Faculty Senate expresses its thanks and appreciation to Dr. George Morrison for his two years of dedicated leadership to the Faculty Senate and faculty governance.
