SEPTEMBER 9, 1997
Motion #97/98-01:
The
Faculty Senate formally expresses its thanks to Stephen Fain for serving the
university community as Chair of the
Faculty Senate during the last three years.
We sincerely appreciate his leadership, his commitment, his honesty, and
his humor.
SEPTEMBER 30, 1997
Motion #97-98:02:
The
Faculty Senate approves Curriculum committee Bulletin #1 with the following
change to the entry-level MS in Physical Therapy, page six, Summer
3, STA 5126. Course should read: STA
6166, Statistical Methods in Research.
Motion #97/98-03:
The
Faculty Senate recommends against the use of the shopping center across from
S.W. 107 Avenue as classroom space.
Motion #97/98-04:
The
Faculty Senate requests that a faculty member and a student be appointed as
voting members of the University Space/Scheduling Committee.
OCTOBER 21, 1997
Motion #97/98-05:
Be
it resolved that the Florida International University Faculty Senate establish
a working group to study and make recommendations about the related issues of
student recruitment, admissions, and retention. The working group will report its preliminary
findings to the Faculty Senate in November.
NOVEMBER 18, 1998
Motion 97/98-06:
Based on the
recommendation from the Graduate Council and the Curriculum Committee, the
Faculty Senate approves the Ph.D. Physics Implementation Proposal.
Motion 97/98-07:
Based on the
recommendation from the Undergraduate Council and the Curriculum Committee, the
Faculty Senate approves the Logistics Major, a new track in the BBA.
Motion 97/98-08:
The Faculty Senate
approves Curriculum Committee Bulletin #2 with the following changes and
deletions:
a. p.10:
temporarily withdrawn pending resolution: ARC 3XXX: Building Systems and ARC 4XXX,
Building Systems II.
b. p.14: REL 3170 :
title should be Ethics in World Religions.
c. p. 13: REL 5XXX: New title: Sex, Ethics
and Religion.
d. p. 17: MUE 3210: Temporarily withdrawn
pending resolution of objection.
e. p. 6,7: Changes shown below:
APPROVED Master of Arts In Economics I. A bachelor's
degree from an accredited institution. 2. Have a 'B' average (3.0) or higher during the
last two years of undergraduate studies, or a combined score (verbal, quantitative,
and analytic) of 1,500 or higher on the three-part GRE, which every candidate
must take. Foreign students whose native language is not English must take
the TOEFL and obtain a score of 500 or higher. Doctor of Philosophy in Economics I. A
bachelor's degree from an accredited institution. 2. A
minimum GPA of 3.0 for the last two year's of undergraduate education or a
minimum score of 1650 on the three-part Graduate Record Exarni nation (GRE),
which every candidate must take. Foreign students whose native language is
not English must take the TOEFL and obtain a minimum score of 550. To graduate, students must complete all course

Motion #97/98-09:
The Faculty Senate approves Academic
Policies and Procedures Section 16: Registration and Records with the exception
of 16.20 and 16.21 with editorial corrections and the following changes: 16.06:
Readmission: Insert into second paragraph: Students who withdrew IN GOOD
STANDING during... 16.13 Grade Changes:
Paragraph 3 sentence 2 of procedure: If after 30 calendar days of receipt of a
registered letter by the instructor, she/he fails to respond, the chair or
designee is authorized to initiate a Change of Grade in place of the instructor
WITH THE WRITTEN CONSENT OF THE APPROPRIATE DEPARTMENT COMMITTEE. 16.16 Course Appeals: Second sentence of
Policy: The appeal WILL NORMALLY BE
APPROVED ONLY for medical reasons...
16:39 The term semester credit hour as used at
the University refers to 50 minutes of classroom instruction or the equivalent
each week for an entire term. (As
corrected at Dec. 2 meeting)
Motion #97/98-10:
The Faculty Senate approves the creation of a faculty
task force to study the impact of student recruitment, admissions, and
retention on undergraduate education.
Issues will include: 1) FIU=s
rate of growth; 2) Recruitment Plans; 3) Admissions policies; 4) Retention
strategies; 5) Curriculum development (basic kills/academic achievement); 6)
Learning support; 7) Graduation rates.
The task force will begin its work in January 1998 and report its
findings within sixty (60) days.
Motion #97/98-11:
The Faculty Senate charges the Technology Committee to
do an empirical analysis of the current defacto policy on the allocation of
computers and other technological resources for teaching and research.
Motion #97/98-12:
The Faculty Senate approves the recommendation that
the Technology Committee be consulted in making decisions on technology for the
University.

JANUARY 13, 1998
Motion #97/98-13:
The Faculty Senate approves all the course proposals
contained in Curriculum Bulletin #3.
Motion #97/98-14:
The Faculty Senate approves Curriculum Committee
Bulletin #3 - Implementation proposal for a Bachelor of Science degree in
Chemical Engineering. (Approved
with four abstentions).
Motion #97/98-15:
The Faculty Senate approves the revisions to the
Undergraduate Policies and Procedures Manual.
(Approved with one abstention).
Motion #97/98-16:
The Faculty Senate approves the Library Committee
Recommendations on Academic Affairs Policies and Procedures Manual Section 6.
FEBRUARY 3, 1998
Motion #97/98-17:
The Faculty Senate strongly protests the expenditure
of $450,000.00 on an arched entrance to University Park at a time when the
University is in serious need of additional educational resources on both
campuses.
Motion #97/98-18:
The Faculty Senate approves Academic Policies and
Procedures Manual Sections 16.20 and 16.21.

FEBRUARY 24, 1998
Motion
#97/98-19: Motion on Multi-year Contracts:
Whereas the Faculty Senate has previously taken a firm stand in support of tenure;
And whereas the Faculty Senate reaffirms its former
position on tenure;
And whereas the Faculty Senate supports excellence in
teaching, research and service in the State University system;
And whereas the Faculty Senate recognizes that certain
benefits arise from the limited use of multi‑year contracts for certain
faculty positions;
The Faculty Senate opposes the use of multi‑year
lines to supplant tenure and tenure earning positions.
Furthermore, the Faculty Senate supports the report of
the joint UFF‑BOR Task Force on multi‑year contracts and calls for
assessment of the impact of multi‑year contracts on the faculty of
Florida Gulf Coast University.
Motion #97/98-20:
The Faculty Senate appreciates the work of UFF
negotiators Chuck Elkins, Paul Warren, and Kemp Williams to bring about a
favorable resolution to the tenure issue as well as the support of Provost Mau.
MARCH 10, 1998
Motion #97/98-21: Charge to the Nominating Committee:
Active and energetic electoral and committee participation
is necessary for the optimal functioning of the Senate and its committees. With
this in mind the Nominating Committee is responsible both for nominating
candidates for Senate offices and for matchingSenators with appropriate
committee assignments. Specifically. it is responsible for making nominations to the Senate for
Chairperson. Vice-Chairperson and Secretary in accordance
with Article III. Section E: and to the Steering Committee for
senatorial committee recommendation in accordance with Article V. Section F. in
the event of disapproval of a committee recommendation by the Steering
Committee. the Chairperson of the Senate will submit a
new recommendation.
(The Committee shall be comprised as
follows: the Faculty Senate Chairperson and one representative from each unit.
The Steering Committee Representative from each unit shall conduct a meeting at
which Faculty Senate representatives from each unit shall elect by ballot a
nominating committee member from among theSenators from that unit. The
representatives of a unit may, at their discretion, elect to the nominating
committee, the same individual who represents that unit on the
Steering Committee,
or they may elect different persons to each of these committees. In the event that any member of the Nominating Committee
is under consideration for any Senate office. the
concerned member shall not participate or be present at the deliberations of
the Committee.)
Motion #97/98-22:
The Faculty Senate supports the
Student Government Association=s
request that currently existing bulletin boards not be removed from
classrooms. The Faculty Senate also
supports SGA=s
recommendations that all postings must be approved by the office of Campus Life
and removed within 48 hours after the event, accompanied by a sanction which
impacts an organization=s
funding. The SGA will monitor illegal posting.
Motion #97/98-23:
The Faculty Senate
approves the Faculty Senate Mission and Vision Statements.
The Mission of the Faculty Senate
The mission of the
Faculty Senate at Florida International University is to provide a process,
independent of the collective bargaining, for faculty to play an active and
responsible role in academic governance.
The
Vision of the Faculty Senate
The Faculty Senate is an
integral part of the academic governance of the University. As the representative of the faculty, the
source of academic authority, the Senate is the guardian of policies that
govern the Academy. The Senate is
essential in steering the University by initiating, reviewing, evaluating and
recommending policy.
As respected and informed
members of the academic community, FacultySenators enjoy a collegial
relationship with deans, vice presidents, the Provost and the President. The Senate shares with the University
administration, the duty to protect academic freedom.

The Faculty Senate
approves the Performing Arts Production Track, Masters Degree as recommended by the Graduate Council with
recommendations.
Motion #97/98-25:
The Faculty Senate
approves Bulletin #4 with the following temporary withdrawals: (Page 7): CGS 5XXX, Computer Literacy for
Performing Arts Production, (Page 5): Curriculum revisions proposed by the
College of Health Services, Dietetics & Nutrition Coordinated Program
Motion #97/98-26:
The Faculty Senate
approves the nomination of Dr. Sylvia A. Earle for an honorary degree.
Motion #97/98-27:
The Faculty Senate
approves the nomination of President Carlos Menem of Argentina for an honorary
degree.

The Faculty Senate
approves the nomination of Regent Paul Cejas for an honorary degree upon his
resignation from the Board of Regents.
Motion #97/98-29:
The Faculty Senate
charges the Honorary Degree and Awards Committee to review the policy on
awarding honorary degrees and submit its report to the Faculty Senate.
Motion #97/98-30:
The Faculty Senate
approves the slate of officers for 1998/99 as recommended by the Nominating Committee.

The Faculty Senate
approves the Academic Affairs Policies, Section 9.10 as amended.
Motion #97/98-32:
The Faculty Senate
approves the proposed 1998/1999 Faculty Senate meeting dates.
Motion #97/98-33:
The Faculty Senate
approves the Faculty Senate Statement on Academic Freedom as amended.
The amended document now
reads:
Academic
freedom refers to a freedom and responsibility of the student, teacher or
researcher to pursue a course of study, carry out research, publish findings,
teach, artistically create, and speak out in matters of controversy without
fear of reprisal or censorship, and unhindered by pressures from internal or
external groups. The Faculty Senate reaffirms the right of all students,
teachers and researchers to academic freedom.

The Faculty Senate
approves the Learning Technologies Track of the Urban Education Program.
Motion #97/98-35:
The Faculty Senate
approves the Management Specialty for the Nonthesis Master=s Program in Medical Laboratory Sciences.
Motion #97/98-36:
The Faculty Senate
approves Curriculum Bulletin #5 as amended.
Motion #97/98-37:
The Faculty Senate
approves the nomination of
M. Athalie Range for an Honorary Doctorate degree.

degree.
Motion #97/98-39:
The Faculty Senate
approves the draft Academic Calendar for 1998-1999 with a strong recommendation
to the Provost for moving Registration period up earlier in the semester.
Motion #97/98:40:
If the amount of each
Teaching, Research, Service and Advising award cannot be increased, the
Honorary Degree and Awards Committee is advised to make a second round of
awards for which nominations may be made by July 17.

POSITION
ON FACULTY GOVERNANCE
The Faculty Senate recognizes the University
administration as the body responsible for implementing the policies of the
State University System and for charting the course for the development and
advancement of the University. The
Faculty Senate seeks to work with the administration through a process of collaboration and
in the spirit of mutual trust and
respect.
As the representative of
the faculty, the source of academic authority, the Senate is the guardian of
policies that govern the Academy. The
Faculty Senate is committed to a governance process which is democratic and
inclusive. Finally, the Faculty Senate is committed
to working with the administration towards the general advancement of the
University.
Motion #97/97-42:
The Faculty Senate
approves the implementation of the B.S. Program in Health Sciences.
Motion #97/98-43:
The Faculty Senate
approves Curriculum Bulletin #6 with temporary withdrawal of PHY 2XXX - Problem
Solving in Physics I and PHY 2XXX - Problem Solving in Physics II.
Motion #97/98-44:
The Faculty Senate
recommends that the Administration raise faculty awards to $4,000 (giving fewer
awards) in the categories of advising, research, service and teaching in order
to enhance the prestige of the awards and motivate more faculty to apply.
Motion #97/98-45:
The Faculty Senate
approves the HDAC request to place Oprah Winfrey in the 1998-99 Pool of
Honorary Degree Candidates.
Motion #97/98-46:
The Faculty Senate amends
Research Policy 9.22 by replacing the paragraph APolicy@
with the following: Faculty who are on
terminal appointments who wish to submit grant proposals to funding agencies
through the University must accompany their normal grant submission with an
additional justification explaining the benefits of such a grant to the
University. Such a submission must be
through the individual=s chairperson and dean, and their concurrence with the
justification is necessary before the University will support the grant
request.
Motion #97/98-47:
The Faculty Senate refers
Research Policy 9.23 to the Research Committee for further deliberations.
Motion #97/98-48:
The Faculty Senate amends
Research Policy 9.31, by replacing the paragraph APolicy@
with the following: For all matters pertaining to annual leave (and sick leave)
contact the Vice Provost for Research and the Director of Sponsored Research
and Training. The University policy
reflects the United Faculty of Florida/Board of Regents collective Bargaining
Agreement with regard to annual (and sick) leave.
